When you upload your database dump file to Aura via the command line tool push-to-cloud (not via drag and drop in the Aura console for dump smaller than 4GiB) regardless of your choice of cloud provider the data is initially uploaded to a staging separated project on GCP in the region europe-west1.
We use this fixed cloud provider due to the essential feature of resumable uploads and associated performance.
Finally, the data is then moved from this staging location and loaded to your environment in your own cloud provider and for your AuraDB Instance to load and serve that data. Note: The data in the staging location is automatically cleared after 30 days.
